How to get back a missing Windows DCOM Launcher Service Process (Service?)

It took me a long time, but here's how I finally did it. This only works as long as all the files are still present but something removed the registry rentry and service information. If you can run windows at all this is most likely the case, as I think the files are also used for other things, which windows will throw a fit if are missing.
